Where is the 200-400mm f/4 IS

The title says it all.Any one know when are we going to get the official anouncment on this?How about a version of this lens without a 1.4x extender?

Are old EF-series lenses compatible with current DSLR bodies?

Noise from IS of the 70-200 f2.8 IS II when restarting camera
