What is the best lense for a rebel T4i to shoot both still and sports/action photos? I want an affordable lense that will be good for both, but I'm new to this and I'm not sure what would work best. Thanks!

Is it worth the higher price for a UV filter, do they make that much of a difference with a higher quality L lens? What is a fair price to pay on a Quality UV filter? I see them for as high as $300 plus.
