Sup, so I wanna get a 30ish(30,32,35) mm lens for my m50ii( so it's equivalent ~50mm since its Apsc) but my budget is real tight like can't spend over 200$.
I considered Canon 35mm f2 Non-IS which i can buy used under 200$(including shipping). I also checking out ttartisan 35mm f1.4 manual(MF aint a prob for me), its also under 200. Kindly suggest me a lens, which one shall I get? am I missing a lens?
Just for context: I live in Middle East and used market is bad here, and only brand new equipment is sold here at international/Normal rates however the "used" price ain't same as in other countries sadly and if I buy from international websites(b&h, ebay) I gotta pay 35ish dollars for shipping ,so yea)

I can guarantee you that you will always get what you pay for, if not less.
The EF 35mm f/2 IS USM is an excellent lens. You would need the mount adapter to use it on an M Series body. The lens normally retails around $600 USD. If your prices are USD, then $200 is too low for one that is good condition.
I do not recommend shopping for electronics on eBay because of your location. For similar reasons I do not recommend shopping for electronics on Amazon.
If you feel shipping costs with B&H are to high, then I suggest that you bite the bullet and buy from a reliable vendor, instead of risking up to $200 on a “maybe”. Bargains that seem to good to be true are usually too good to be true.
If you are buying used gear, I recommend only buying from a used gear dealer that offers a product guarantee. You are taking a big risk purchasing electronics from a stranger on eBay. You definitely want to be able to test the gear for yourself, which is almost never possible with eBay.
Take my advice. Buy what you really want, not something to get you by for now. It is a lot cheaper over the long run. You might never satisfied with a compromise purchase. Most people are never satisfied until the spend MORE money to buy what they wanted in the first place.
B&H is currently selling the EF-M 35mm f/1.4 STM lens for more than double your state budget. I do not recommend trying to use non-Canon lenses on your camera. The cheap Chinese lenses are highly prone to problems. These forums have numerous examples of it.

How could I have forgotten Sigma? Sigma offers a 30mm f/1.4, which is also available through B&H for nearly half the price of the Canon lens.

Your first mistake was buying an M series camera don't make another mistake and and buy a "ttartisan 35mm f1.4 manual" lens. Pony up and buy the Canon EF 35mm f/2 Lens. No adapter required.
