70-200 2.8 IS II loose rear barrel issue

Hi all,

I am contemplating on purchasing a 70-200 which has a wobbly rear barrel. Is this potentially due to loosened screws or it can have other issues that may cause this? Also does a wobbly front or back barrel cause focusing issues?

Now I know if you think about this for just a second you can come to no other conclusion except..........yes, to all three queries. New lenses do not come from the factory "wobbly" do they?
