"I have a Canon 6D Mark II and I want to connect it via USB to my notebook for tethered shooting and have the image saved to both the camera and the notebook. I'm using EOS Utility 3 and I can't find the option to tell it to save the image in both places; I only find the setting to configure a folder on the notebook."

Once EOS Utility starts and you choose the remote shooting option then you will see the panel like this one below. Click on the icon for the storage location - with the red frame - and then you can choose to save on camera and computer. In my case I also set the option to only transfer the JPG to the computer if the camera is set to RAW + JPG since I mostly use WiFi instead of USB with my EOS R10.
One additional point is that you can set EOS Utility to automatically start in Remote Shooting mode with the preferences. This means that when the camera connects EOS Utility starts and goes straight to remote shooting mode.
