hello. I just started using my Canon camera and I started charging the battery pack and it said to change it once I put it in the camera. And I’m not sure if I should charge it more until the charger has its green light or buy a new battery knowing this one is new??

As Tiffany said, it really isn't possible to help you out until you tell us what camera you're using. Different cameras do this in different ways. For example, I don't know it you're charging the battery in the camera, or in a separate charger.
Generally your camera's manual should tell you this stuff. If you don't have the full manual, I would recommend downloading it so you can check this kind of stuff out. You should be able to download it from your camera's support web site. I would happily provide a link for you, but again, I don't know what camera you have, or what country you're in.
I don't know why you mention buying a new battery. The normal thing is to charge the battery until it's done -- your charger or camera should indicate this somehow -- then use it, then charge it again. Etc.

I don't think cameras are shipped with their batteries fully charged.
I think it would be a good practice to charge up your battery before you started using it.
I also think it would be a good practice to buy a spare battery, so that when the charge on the first one gets low, you can continue using your camera with the second battery while the first one is re-charging.
That way you can keep them in constant rotation.
