Can you please tell me what features inth e VIXIA G40 make it better in low-light than the VIXIA HF M31?  Thank you.

After checking the instruction manuals for setting manual exposures, both the Vixia HF G40 and the Vixia HF M31 have the same range of exposure, aperture, and ISO adjustments.  I would conclude that the two models perform very similarly.
