Specs say that if you choose 17Mbps, the frame rate should be 24p, but it shows 30p with no other options. How do you set the camcorder to 24p?

Do you have the camcorder set to cinema mode? Try looking at pages 82-85 of the manual - http://gdlp01.c-wss.com/gds/1/0300017441/01/hfr60-62-600-im-n-en.pdf
Also look on page 115. It appears as though this option (24 fps) is avaiable only when recording MP4 movies.
