EOS Rebel T8I Can't select SCN Mode

On my Canion T8i, I cannot select the SCN mode, it is greyed out. I've tried resetting the camera to factory settings, doesn't work

With the dial set to M, the shotting Option is AV on the screen, with SCN, it's P

The SCN and M are greyed out and when I turn the mode dial to those, no deal. The others work fine.
