flash won't work

I have a Power shot A590. Have replaced all the batteries. Flash won't work. Takes a picture with the flash turned off. What am I doing wrong? Sheila

I recently purchased a new laptop. It has Windows 8. After 5 attempts, I finally have the Image Browser loaded and working. The issue now is that the computer does not recognize that there are photos on the camera to be uploaded. Have I missed a step...
