We call this white stuff cuckoo spit in the UK. I've no idea whether cuckoo's actually do spit, or how this stuff got its name.

The AI says "Cuckoo spit isa frothy white foam commonly found on plant stems in the UK during spring and early summer. It is harmlessly created by the immature nymph of the froghopper (also known as a spittlebug) to protect itself from predators and drying out while it feeds on plant sap"
