Is it a trick of the lighting, or is the firefighter in the background sitting in some kind of motorized cart?

If so, I've never seen that before.

No, both firefighters are on the ground. It's most common for them to be in this position when they're going to be working on a fire for a long period of time. Holding a high pressure hose for a long period of time can be very tiring.
