pro 100 borders

I have elements 13 and canon pro 100 printer. I resize image to 11x17 then add a 1 inch white border to get the 13x19 inch size i want.

But when i print i get 7/8 (which is OK) top and sides but bottom is only 3/4 inch.

How can i get even size borders on all 4 sides ?.

Download and install Print Studio Pro from the Canon site. It will set even borders. 

I dont use PSE; maybe someone else can give instructions for that program.
