Prograf Pro-1000 Ink smear

ink smears and splotches on prints.  paper abrasion is on and head height is heighest.  printing from manual feed.  printing on thick baryta photo paper.  tried nozzle cleaning, bottom plate cleaning and roller cleaning.

I've had this happen. There is a setting that might help:

Press the HOME button, select Various settings, Device settings, and Print settings, and then set Prevent paper abrasion to ON.

As I said in the OP, Prevent Paper Abrasion was on when these results occurred.
