PIXMA TS6420 - Utilities fail to install on Windows 11

When I attempt to install the Canon Utilities for Scanning I get the following error:

The utilities successfully download and extract, just do not run.  I have tried to run the executable as administrator and get the same error.  The printer has successfully installed and I can print, but need the scan utility.  I am on Windows 11 Version 23H2 for Windows ARM64.
