I'm setting up a shop with a dozen Pixma printers and 2 dozen users. How do I configure so each user can choose any printer?

So that the Community can help you better, please let us know which PIXMA printer models you're using. We also need to know exactly which operating system will be running on the users' computers (i.e. Windows or macOS, and which version thereof) and whether communication will be by cables or by Wi-Fi. That, and any other details you'd like to give will help the Community better understand your issue!

Multiple ways to do this. Can be done on the cheap (inexpensively) or properly with a print server. With all devices networked, add the printers a user would like as an option. Going forward he/she will be able to choose the device they wish to print to. Mac, PC or mobile device doesn't matter as long as the device is supported under the OS they are printing from.
