Hello. The PowerShot SX400 IS has been retired. No new software or drivers will be developed for this model. You can find existing software on our site at https://canon.us/3MpRVkY

Suppose the most current software isn't compatible with your Operating System. In that case, you may want to reach out to our Canon Upgrade Program specialists to explore options to get into a current camera at a discount. That group is at 866-443-8002.

Ok thank you. That tells me Canon makes us buy a new 1 after so many years

You don't need a driver to be able to download images to your computer.  The most efficient and simplest way to do so is to:
Turn the camera off
Remove the card and insert it into either a built-in SD card reader or a USB reader connected to the computer
The card should then appear as another drive.  You can then use the file manager to copy the files to folders on your computer.
When complete and confirmed the copy.  If you are using Windows, use the Eject command to remove the card. This will close any open file connections to the card and confirm it is safe to do so.
Remove the card and put it back in your camera.
Format the card clear ready for your next shoot.

This process involves at least as fast and more reliable than connecting via USB directly to the camera.

Once the files are on your computer you can do your post processing at speed.

No, generally older cameras stay supported and you don't need a driver. Have you tried plugging the camera into the computer? If that does not work, get a card reader.
