...how does one force the flash to fire in the "P" setting in the XS530hs?  I don't want the camera deciding when flash is necessary, I want it to flash every time I have it on "P" with the flash hood raised.

First I think you asked for the link to the user manual and I tried it it works:

On page 71 it tells you the flash settings I believe you want the "On" setiing. You haave to have the flash raised to access the settings first
