Hello!
I just got a Canon Powershot E1 second hand, it seems to be functioning well and takes fine photos when there is no memory card inserted, but after I put in a memory card it read "Memory Card Error" and stopped taking photos. I tried multiple memory cards that are working with my other cameras, and it had the same issue. I also tried cleaning out the area, but that wasn't helpful. Any suggestions?

You cannot be taking photos if no memory (SD) card is in the camera. It does not have any internal storage. The only place photos can get stored is on the SD card.
So what you are saying is a mystery.
Have you formatted any SD cards IN THE CAMERA? If they come from another camera they very possibly aren't readable by the E1.
What size SD cards are you trying in the E1? It's a 16-year-old camera and won't like very large cards. Stick with cards up to 8 GB, even less.
