My powershot elph 190 IS says busy and takes very dark or very bright pictures.

This will happen if you don't have your camera set to "Auto"
Was getting this message frequently in indoor setting when the function knob was inadvertently set to "P" mode. Try setting back to Auto and let us know if it works. Thanks!

That isn't accurate. While if you do have the camera in Manual and don't have the correct settings dialed in for the current scene (aperture, shutter, ISO), yes, you can end up with very dark or overexposed images.
However, modes such as shutter priority or aperture priority will allow you to set one value and the camera will choose the other two.
You can certainly use Auto, but all the other modes can indeed be used to create great images.
