HOW DO I : Transfer camera photos taken ( POWER Shot 160 IS) to computer and then E-Mail the out.

Thank you for posting.
First, you will need to install the software that came with your camera. Then, connect your camera and power it on in playback. Use the Canon software to download the images from your camera.
Once the images are on your computer, there are a couple of ways to e-mail them. Canon's ImageBrowser EX has an e-mail option in it that you can use simply by selecting the images you want to e-mail, clicking on the Share button, then selecting Email Images.
Otherwise, you can open your favorite e-mail application, then use the appropriate options in that application to attach images to a new e-mail.

Quick suggestion, don't worry about the software. Totally not necessary. Pop the SD card out, put it in your computer's card reader (or hook USB cable from PC to camera). Just use your file manager to drag and drop them somewhere on your hard drive. As for email that's impossible to say, if you don't know how to attach a file to your emails (using whatever service you use) then you really need to Google that.
Basic PC file management and working with email attachments are PC101.
