Newly downloaded MF4270 Scanner Driver 64-bit laptop is not visible - scanning option not working

I have an old Canon MF4270 all in one printer.  It was originally purchased for my 5-years old ASUS notebook computer with a CD/DVD reader/writer.  However, I bought a new HP laptop this past November but wasn't aware that it didn't have a CD/DVD reader/writer.  That's okay because I thought I can download the printer drivers thru Canon USA.  I've downloaded the drivers multiple times and the scanner driver is never visible.  The old MF4270 could only scan via USB, but I figured that Canon should have updated it by then.  Anyways, I cannot use the scan function and the scanner option is not visible in my Control Panel for the printer.  Do I need to install the Toolkit in order to get the scanner to work on my new Windows 10, 64-bit, i7 processor HP notebook computer?

If you cannot scan over a network or with a USB connection in Windows 10/Windows 8.1/Windows 8, install the MF driver, restart (not shut down) your PC, and then install the following program. [Windows 64-bit] Patch for Network Scan, USB Scan (Windows 8/8.1/10)

This patch resolves an issue that prevents scanning over a network or with a USB connection after upgrading Windows to a newer version. If you cannot scan over a network or with a USB connection, install this patch. If installing (or reinstalling) the MF driver, be sure to first restart (not shut down) your PC after driver installation is complete, and then install this patch.
