Can't setup login for WebUI on imageCLASS X LBP1538C II

We have new LBP1538 printers and I have been unable to setup WebUI and administration for them.  Per the manual I have gone to:

<Set> <Management Settings> <User Management> <Authentication Management> <Set Administrator Password> change the password for "Administrator"

 . . . and set the Administrator PIN and password in all those menus and submenus.  Yet when I go to the IP of the printer to login no combination of anything I believe I have set allows me to login:

Is there is some other place in the menus to set the admin username/password because I have scrolled through it at least 20 times and do not see anything else.
