ptz camera low light flickering

Any technical helps on this BU-45H PTZ HD camera? It is supposed to be exposed on all weather conditions. Now, it is experiencing low light flickering in auto mode. It looks better in manual mode with fine tunings. On the waveform monitor, it dances on the black level, it did not affect any other color components. Any suggestions on the part number of the service manual? thanks in advance if you could help.
