I've tried both 2.3e, and 2.3b, and both of them still will not get through the dialog.
I've tried uninstalling both, reinstalling, and restarting to no avail.

Per review of the screenshots you have provided, it appears that Microsoft Visual C++ may not be installed on your computer. In case it is installed but the issue persists with installing the EOS Webcam Utility, then we would suggest on reaching out to Microsoft for assistance or the manufacturer of your computer.

I have the arm64 version of C++ installed. The installer needs to stop checking for the x64 requirement if the arm one is already installed. This is an issue on Canon not on Microsoft.
