Hi i hope you can help me because i'm trying to fix this issue for over 2 h with no success
so i tryed turining off wifi and bluetooth
5 different cablems
closing eos utilty (the one for downloading phtos)
the wierd thing is i can use remote shooting from normal eos utilty but when i try to add to obs the eos webcamutilty i get the error you see

That last sentence completely contradicts everything that comes before it.
Again, what is the camera model you are trying to use? I strongly suspect that your camera is NOT supported. Please post the model number of the camera. Until then, good luck. There is no way to help you without knowing the camera model.

Does the regular EOS Utility work properly?
Are you able to download images to via USB to a computer?
Are you able to use the reglar EOS Utility in a Remote Shooting Mode?

With a Windows 10 PC, you have to shutdown down EOS Utility Service. Make sure hardware is Intel based, because many people seem experience trouble with the USB ports on AMD based machines.
If you have a MAC, I don'T know what to tell you. What would have worked last week would likely not work this week.

Im begining to think that this softwere is a scam...

There are a couple common things to check which can cause the utility not to work on Windows 10. The first thing to check is that your camera is set to movie mode and your exposure is set before you plug the USB cable into the camera and computer and that Windows identifies the new USB connection with a notification once attached. The notification pops up by wehere your computer screen tells the time. As long as that is done the next step is to verify that EOS Utility 3 is not running either on screen or in the background by checking the system tray on the bottom right corner of your computer screen for the EOS Utility icon. Since EOS Utility and EOS Webcam Utility Beta both communicate with the camera via USB the EOS Webcam Utility Beta will not receive the signal if it is being diverted to the EOS Utility. Once these are done you should see the EOS Webcam Utility as a webcam option in your compatible stremaing or webconferencing software, the Webcam Utility itself is not a standalone program.

On the secound pc i tryed i dindnt istall EOS Utility 3 ONLY EOS Webcam Uitlity and still didnt work
the wifi was also turned off
and as for the mode the camera is in when i plug the cable is this the right one?

Which camera model are you using? Knowing which camera is crucial to helping you resolve your issue.

The model is EOS M200
the normal utilty works (i download the phtotos wia wifi with the eos utilty )
And YES the EOS utilty works in shooting mode
even to the cabe connected to the pc i only get an connect va wifi
is it possible that the usb on a brand new camera is broken??
the only thing that changes when the camera is connected to the pc its it says busy when i try to enter menu
