Can a compact, non canon, electronic flash powered by four "AA" batteries, be used on the hot shoe of a 1000d rebel camera?

If it has a standard hotshoe, yes. Do you already have one, or are you asking generally? If you're looking to purchase, I highly recommend the Yongnuo and Lumopro flashes if you're looking for a decent quality generic.

If the flash has some years on it, as in a used unit, you may want to check it's voltage. Better safe than sorry!
