when in M exposure mode, cannot change aperture.
when I try to change apperture, I see L in exposure window.
can change speed with no problem.

Assuming that the 80D has a "Lock" switch on it, check the position of it and make sure it is in the unlocked position. L in the display means the switch is Locked which locks out certain controls. See page 54 of the manual.
