canon eos digital x shutter speed is not changing

in my canon digital x camera when I scroll the dial in the manual mode instead of changing the shutter speed it changes apperture.even when i was holding the av button and scroll the dial same thing happens

If the camera body is malfunctioning, then it is time to consider a replacement.

That camera model was not sold in the US, which means it would not be serviced by Canon USA.  I believe the model was sold in the US as the Rebel XTi.  I do not believe that model is still being serviced and repaired by Canon USA.

In either case, the camera body is nearly 20 years old.  You can probably find one on eBay ranging in price from $100 USD, or less, to more than $1000 USD.
