How do I turn on the Image Viewer on a EOS 5D. Downloaded manual and have tried multiple things on camera. When I click info on the camera there is an EYE icon that says OFF next to it

What do you mean by "image viewer" ?
If you mean image playback you hit the blue triangle "play" button.

Make sure the rubber eyepiece is properly positioned. Some cameras turn off the screen if they think that you're looking through the viewfinder. A mispositioned eyepiece can fool the camera into thinking your eye is there. Conceivably, the icon you're seeing is to let you turn the feature off. But positioning the eyepiece correctly should have the same effect.

Can you post a cellphone photo of that display? I haven't seen an eye icon on any of my cameras that I have noticed.
One thing to try is to clear all camera settings in the menu. Page 37 of manual.
