My camera's flash won't pop up when I'm using it. It's saying error my built in flash could not be raised. How can I fix it?

It is probably dirty. When it tries to pop up you can 'help' it. Try to get your finger nail under the crack where it parts and help it pop up. If you succeed get a q-tip and some alcohol (a tiny amount) and clean the flash linkage.
Otherwise call Canon Service and they will do it for you.
