I've had this issue before but I called into canon and was able to get the rotary dial working again by unlocking my controls but unfortunately I was not able to fix it this time around. Any suggestions would be so greatly appreciate it. I am in the middle of busy season and cannot send in my camera for servicing.
Find a rental camera to use. Send [your camera] into Canon for service. I suggest that you do not spend much time deciding what to do. It is getting to be the busiest time of the year for Canon Service and shipping companies.
In other words, you can expect repairs to take twice as long as they would in mid-summer. I estimate about 4-6 weeks.
