Can the T-3i use the new larger capacity memory cards with a 3 UHS speed class to it's full potential?

I don't think so, I'd guess it's "only" UHS-1. Even then, I don't think it's bus is even fast enough to fully take advantage of those speeds; the 5d3 isn't. UHS-3 is pretty new, aimed at 4k video recording.
That said, I doubt that you would see much, if any, of a performance difference if it did. Unless you're holding down continuous shots forlong periods (30+ frames, in RAW) it won't make a difference. Even then, it'll be the difference of getting 29 shots in a set period of time versus 30.
