I have been searching for detailed information regarding Canon's ability to meter exposure based upon the location of the Focus Point. I believe this capability exists with evaluative metering but cannot find detailed information. Does Canon have a White Paper or some other publication with complete and in-depth discussion regarding this feature?

I have yet to see any detailed explanation of how Evaluative Metering works in R Series bodies. It works pretty much as you described.
It’s easier to understand how it works when you read about the descriptions when it was first introduced. Notice how every AF point has a unique metering point associated with it.
