EOS T7i , EF 18-55mm lens, White circles on photo

Hello I am using a canon t7i with a canon 18-55mm lens. When I use A+ mode or AV I get these white circles on my photos. I have had dust on the mirror issues in the past but those are typically gray circles or marks. I've been doing photography for about 8 years and never had this issue. Any help would be greatly appreciated.

I guess it could be water drops. They would let light through but distort the image.

“ It does appear on the photos when I view them on my laptop. The circles are smaller in AV mode but still there in some shots. Thank you for your reply. “

For the issue to appear in both photos and the viewfinder suggests an issue with the lens.  See image below.

The light path inside the camera is totally different for the viewfinder and the sensor. The only thing that the two light pathways have in common is the lens.  The shooting mode is completely independent of the light pathways. 

Do you have any additional accessories  mounted on the camera or the lens?

Were you shooting through a window?  Or a filter?
