when I put my camera on tv mode the shutter speed changes. How can I prevent that if I want a specific shutter speed, but I want it on tv mode?

It doesn't.
In Tv Mode and in Manual Mode, the user sets the shutter speed and it stays that way until you change it.
If the camera is changing the shutter speed, you must be in a different Mode like Av or P.
If you are in TV Mode, and the camera is changing your shutter speed on you, you may have a problem with your camera.

What are your shooting conditions? If you are shooting in low light conditions, then that could explain it. It depends on how you have set up Tv mode and any exposure limits.
There is a setting called Safety Shift(?) in Canon bodies that can override your exposure settings when and if the camera detects your exposure settings will result in a bad over/under exposure.
It only applies to P, Tv, or Av modes. Safety Shift behaves a little differently in each mode because each mode works a little differently from the others.
in Tv mode, the user has direct control of shutter speed. The camera has direct control over Av. ISO can be set to Auto or manually set. Hold that thought.
If exposure settings in Tv mode will result in a poor exposure, then the camera can and will override your settings automatically. What changes it makes depends on how you use Tv mode, your lens, and the shooting conditions.
The only way to prevent this from automatic change from happening would be to disable Safety Shift. Doing so puts the user in the driver’s seat and totally responsible for getting exposure correct. No more guard rails.

I apologize. I forgot about Safety Shift.
Check to see if that is enabled in your Custom Functions. It can override your settings in Tv or Av shooting.
