I've been having issues with video quality on my Canon R5. The attached video is shot in 4K-U 30fps (HQ disabled), but shouldn't it be clearer than this? I cropped it vertical for social media and it just looks unclear. I zoomed into the shirt so you can see the un-clearness I'm talking about. It even looks kind of like "banded" unclearness (take a look at the letters on the shirt when there's movement. Thoughts on this? I've been having this issue relatively consistently.

Looking at the original video it looks like it is in focus and is clear. Cropping in can sometimes cause blurriness that isn't in the original video. Sometimes if you crop into a video or photo and have the cropped in portion expanded to fill your screen that can cause the type of blurriness I'm seeing in the 200% and 300% crops.
When that is done the software needs to add additional pixels to make the smaller portion of the footage stretch to the full screen. The software adding additional pixels to stretch the footage can also cause things like banding and digital noise. The more the footage is cropped and stretched the more visible those things will become.
When cropping in on footage it usually helps to view it at the resolution and aspect ratio it has been cropped to rather than trying to make a smaller portion of footage stretch. Since in that case the resolution and aspect ratio meets the format of the cropped footage it will usually look more clear. A different option would be to pick up additional close up shots of your subjects on the day of the shoot. In that case downscaling the close up to fit the lower resolution you want to use can help keep the image more clear and then you can use the wider shots in social media formats that use 16:9 aspect ratio and allow higher resolution.
