EOS R 7 why is AF Point selection button (#7) linked to M-Fn button

Just purchased the R 7 and trying to set top custom functions as I have set up for all my other Canon Cameras. 

I have always used the AF Point selection button ( number 7 in the manual) to immediately be able to scroll through the point selection options. However with the R 7, as configured from factory, i need to first depress the AF Point selection button and then depress the M-Fn button to then scroll through the options. 

What am I missing, I can't seem to set this as it's default operation without it being linked to the M-Fn button as well.
