I recently bought a canon eos and a new lens for it. The sigma 12-24 mm. Why won’t the camera let me shoot in green A mode?

Will your camera let you shoot in any other mode, or is just that one?
If you are on One-Shot mode, I don't think your camera will let you take a picture until it achieves focus.
Take your camera outside and focus on something, and then try to take a picture.
Also, try putting it into Servo mode and try taking a picture. In Servo mode, I think your camera will take a picture whether things are in focus or not.
