BUSY flashes when I plug my camera in to dowload photos

I have an older EOS Digital Rebel XT and when I plug it into my computer using the USB cord to download the photos the screen flashes BUSY.  Is it just not compatible with my Surface Pro 6 computer or is there certain software I need to download or even software updates I need to make to the camera?  Please help!
