Having an issue with Both the Manual Focus Ring movement And the AF.
Have not had any issues with the lens. No drops, bangs, etc.
Was shooting with it and a 5D IV using Manual Focus when the lens Focus Ring got stuck trying to get below a certain focal distance point (like maybe 25 or 30 feet though not really sure what distance).
At that point I reset to AF and the full range worked again. Albeit briefly.
Then back to Manual and stuck again.
Then to AF and this time wouldn't go full range anymore And it jitters trying to focus on anything.
Would the USM cause the limitations in the Manual Focus ring as it was possibly dying??
Any ideas what might be the issue??

Might be dirt. Let Canon check it out.

Two thoughts, cleaning the contacts won't help but you can try it if it makes you feel like you did something. And, Midwest Camera Repair, call them today.
KEH has a good repair facility, too. The repair can be quite expensive depending on what is wrong.

We are sorry to hear that this issue has occured. You may try to clean the lens contacts* to help restore connection with the body.
*Warning - Do not clean lens contacts on either a Canon lens or the camera body with an eraser! It's easy to rub off the gold plating on these contacts and end up with data communication problems! Our strong recommendation is to use a soft, clean, micro fiber cloth. Please do not use anything abrasive.
With regards to service (or part) inquiries for this model I'm afraid to say that it's out of service life. When equipment is out of its serviceable life Canon no longer manufactures parts required to perform potential repairs.
Because of this we're unable to offer service or parts on this model.
Since we're unable to service it another option would be the Canon Upgrade Program. The Canon Upgrade Program allows you to replace your non-functioning product. All refurbished equipment offered through this program carries a full one year limited warranty.
If you'd like to take part in the Canon Upgrade Program please call our Pre-Sales and Accessories department at (866) 443-8002 seven days a week, 8am to Midnight. Please let them know you have been working with online-support and that your equipment has been deemed out of service life. Please have the serial number of your product at the time of your call.

Just out of curiosity (since I'm unlikely to ever own one), how do you go about assigning a service life to a $13,000 lens?

Before dumping a 600/F4 I would check with other places that do repairs for Canon gear after it is outside of the service life window of Canon. Do a Google search and read the reviews. With a 600 F4 it makes sense to take it to an aftermarket shop when Canon is no longer supporting that model.

Thanks everyone for the advice. It looks like the USM may be the issue so I'll see what any of the repair folks say about that.
