Will this lens work on a Cannon EOS REBEL T7?
Can I shoot pics without a tripod?

Negative. RF mount lenses cannot be adapted for use on EF/EF-S mount DSLRs.

The RF 600mm can't be adapted to use on a Rebel but there are 600mm lenses that will work great on your Rebel.
One of the super zooms from Tamron or Sigma are the best choices. These can even be found on the used market for good prices. IMHO, either one of the Tamron or Sigma super zooms is also a better buy then the RF 600mm f11 from Canon. Your choice of one of the super zooms is a hundred+ bucks more for a new copy but remember you are getting all the FL's from 150mm up to 600mm. Plus they are a much more user friendly f5.6 aperture than the f11 of the RF. An aperture of f8 being an optimal shooting aperture for a super tele.

I do and I shoot a 1DX (very heavy camera) and a SIgma 150-600mm Sport (very heavy) lens. The Sigma C and Tamron super zooms are about 4 lbs and the RF 600 is about 2 lbs. That will be your decision.

One can shoot the big lens without a tripod but rather difficult. Try a monopod.
