24-105mm Image Stabilization Issue on Canon 1D X Mark II

I recently purchased a 24-105 L IS lens and mounted it my EOS 1D X Mark II body.  Oddly the IS works fine when I use Live View the IS works fine but as switch off Live View, the IS shuts down on the lens.   I can hear it spin down and as soon as I turn Live View back on, IS starts up again.  Anyone have any idea what is causing this problem?    I appreciate any help or thoughts.

Lens Contacts: Ensure that the lens contacts are clean and properly connected to the camera body.”

Unless there’s good reason to suspect the contacts it is best to leave them alone. They are rarely to never the problem. And aggressive cleaning or even excessive cleaning can do more damage than good

Lens IS works in different ways for Live View and shooting with the viewfinder. 

In Live View the IS system in the lens is always running unless switched off with the switch on the lens.

For viewfinder shooting the IS only runs when the shutter button, or AF-ON button is pressed, so normally you won't hear it.
