I purchased this printer around 3 years ago. I had an issue a month ago during a power surge (even though it was in a surge protector) that the printer was stuck on the Canon page as well, but I was able to 'drain' the excess power by unplugging and pressing the power button. It worked fine after that until today when I tried to use it and it won't go beyond the Canon display again. I tried the previous solution, holding the stop button, holding the power, etc. I tried resetting from my laptop, but even with a wired connection to the printer my laptop is saying that the printer is offline. How can I fix this issue?
I'm using a wired connection and I'm using windows 10.

I think that the printer working after the last power related incident you described was luck and a very happy accident. If trying it again isn't helping, I'd contact Canon Support. 1-800-652-2666. It's worth a try. I hope you'll be as lucky this time around.
