PIXMA TR4720 Busy signal every time I try to fax

I am using a land line and EVERY TIME I attempt to fax with my new Canon Pixma TR4720 printer it never goes through the line is ALWAYS busy.

What is wrong?  It's happened to many times.  Get the printout at the end.
