How to let DPP recognize the 2nd user of my PC?

My PC had only one user for many years. Now, a second user is added to it. It seems that either the second user does not recognize the DPP or vice versa.

 

This is the situation:
1.The second user is logged into the PC.
2.A Canon camera is plugged into the PC for downloading images.
3.DPP does not recognize the camera and does not download the images.

 

How to get the DPP work with the second user, please?

If the second user is a separate logon account you may need to reinstall DPP for that account.

 

Just guessing because i don't have multiple accounts on my PC.

Otherwise, does DPP work normally for the second user, i.e., can they open files that are already on the PC? Is the OS Win 10?
