Having trouble upgrading to eos utility 3. Using version that came with t2i. Learning to shoot feathered but some functions don't seem to work. Only tutorials I've found are with utility 3.

I was wondering that, too. Then I realized that the Digital Photo Pro was older than what I saw under the Rebel upgrade page. It was a slight number upgrade. I had to manually upgrade to the newer version! You might have trouble because you have a t2i. I just bought a t6s and had to enter my body number to update anything.! I have yet to use it.
All I have are Canon products going back to a film camera, FT-QL. It seems to me that as the versions improve, a canon camera user should be able to upgrade the different versions needed.
Will come back here to update If I can find this page, again.

No. Must be downloaded each time; they don't even have an "Update Available" button to check.
Since they aren't always backwards compatible they probably don't want people to inadvertantly loose support for a camera.
