Can't update firmware for EOS 7D Mark II

I'm having trouble updating the firmware for EOS 7D Mark II.  I've followed the directions that comes with the update.  I'm using a formatted card. I copy the .fir file onto the card root directory. and insert it into the camera. Camera batteries are good. No lens on camera. Selector dial on Manual. When I select Update Firmware, it starts the process. but then I get an error message that reads "Firmware update program.  Update file cannot be found. Please check the memory card and reload the battery and try again."  At this point all controls stop working.  I can't shut off the camera.  The only way to turn it off is to remove the batteries.  I've tried using both the SD card and the CF card.

No.  I had downloaded the Wrong Version!   My fault.  After you asked about the version, I double checked.  I had inadvertently downloaded a version for a 7D, not 7D Mark II.  I downloaded the correct file, version 1.1.3.   Everything worked fine.  Thank you.

If you remove the CF card and only have a full size SD card installed, will it work then?

No.  I've tried having just the SD card installed, just the CF card installed, both installed.  The result is the same.

What shooting mode is the camera in?
