Unable to charge dead battery for PowerShot ELPH 170 IS

I found my mom's old PowerShot ELPH 170 IS and would like to use it on my vacation next week but am unable to turn it on. It hasn't been used in years and I tried to charge it but it still wouldn't work. I searched up the product for more info and there seems to be a battery charger that comes with the product but my mom doesn't recall ever having one. 

I assume the problem is that the battery is dead, but I'm not sure if I should purchase a new battery which I could find for sale on the product page on the Canon website, or buy a battery charger which I couldn't find on the product page. 

I don't have any experience with cameras so please respond with suggestions! Thanks

The battery comes out of the camera and goes into the CB-2LF. I've snipped the info from the manual below:

These cameras would not charge via the usb cable, you had to use the charger.

You will need the NB-11 battery and the CB-2LF charger.
