How can these white lines be eliminated?. They are both on the monitor and the recorded video.

You may have already done this but have you taken a close look at the lens to make sure there is nothing on the lens causing the problem?

If the lines are not the result of debris as suggested by VideoGeek, unfortunately, your camcorder will require service to correct this issue.
You may setup the repair of your camcorder at this site: http://www.usa.canon.com/repair. Once on our site, click on "Request Product Repair". On the next page, you may create an account or log into your existing account. These options make it easier to request the repair of more than one product. You may also choose the "Continue" button to "Continue without an Account".
